Our Company

Civil Consultants, Inc. provides professional land planning and civil engineering services to clients who are involved in real estate development activities anywhere in North Carolina. We help create places where people live, work, learn, worship, shop, and play.

Our clients include professional designers and developers, as well as businesses, churches, schools, organizations, and others who need expert assistance related to land usage or land development.

We are proudly celebrating our 24th year of providing high-quality client service to our clients.

Our Principals

Tony Whitaker is a licensed professional engineer with more than 30 years experience in land planning, civil engineering, and project design management. Tony founded Civil Consultants in 1993 and serves as our President providing executive oversight and overall management responsibility for our firm. He also serves as a project leader or lead design engineer for some projects and is generally active in key design issues for most other projects.Tony’s experience includes hundreds of diverse land development projects across North Carolina. In addition to land planning and civil engineering design he is also regularly involved in zoning and entitlement matters such as conditional use re-zoning and special use permits. Always focused on helping clients achieve their goals Tony finds as much pleasure in helping a small non-profit organization expand its facilities as in designing a large industrial site or a mixed-use development. He lives in rural Orange County and serves on the Site Planning committee for the local chapter of Habitat for Humanity.

Michael Fiocco has over 30 years experience in land planning, site design, and design management. He is a partner in our firm, and serves as Land Development Manager. He has been a key member of our staff for 27 years.

Michael provides project management and design leadership for select projects; specializing in projects that are large or unusually complex and those with intensive regulatory requirements. He is always focused on optimizing project outcomes and is not hesitant to use creative design solutions or innovative regulatory strategies to meet project goals or simply to increase project value.

A former Town of Pittsboro Commissioner Michael spends much of his leisure time competing with himself in triathlons.
